DRMS has further reviewed the "As-Build Report' for the road prepared by Sakura Engineering and <br />dated July 10, 2009 and met with Wildcat Mining and their engineering consultants by telephone on June 23, <br />2009. Mike Clements, Wildcat Mining, Paul Martin, Sakura Engineering, and Kim Preston, Terracon <br />participated in the telephone meeting. A number of issues remain to be addressed before the road can be <br />included as an approved component of the proposed mining and reclamation plans. <br />The "As-Build Report" states that since December 2006 Sakura Engineering has provided Wildcat Mining <br />Drainage and Terrain Management Plan, Storm Water Plan, Stability Report for the Access Road and Final <br />Mitigation for the Access Road. All of these plans and reports could prove helpful in the DRMS evaluation <br />of the road and must be provided to DRMS. <br />The "As-Build Report" contains a proposal to vegetate slopes in the fail of 2009 "with a seed impregnated <br />aspen shavings Propex Landlok 450." The DRMS is familiar with the Pmpex Landlok 450 product, but the <br />reference to "seed impregnated aspen shavings" must be explained. From the Propex line-of turf <br />reinforcement mats, the Landlok 300 product would be preferable for the Idaho Mill road site because it is <br />superior to Landlok 450 in a number of ways, but primarily because of its small mesh size, which will <br />prevent wildlife entanglement in what is asensitive habitat area. The "As-Build Report" states that the turf <br />reinforcement mats "would be laid on the slope and staked into the earth as per manufacture's [sic] <br />recommendations." Propex has published an installation guideline for turf reinforcement mats, a copy of <br />which is enclosed with this memo. The guideline recommends anchoring the mats into trenches at slope <br />crests and toes, in addition to anchoring with stakes, staples, pins, etc. If DRMS approves the use of turf <br />reinforcement mats, it will be with the requirement that manufacturer installation guidelines be scrupulously <br />adhered to. To gain approval, Wildcat must provided a plan showing where the turf reinforcement mats will <br />be applied, and describing surface preparation and seeding that will precede application. <br />The DRMS road review memo dated June 5, 2009 states that the road is in cut from approximately station <br />1+50 to 2+00.
