DRMS has further reviewed the "As-Build Report" for the road prepared by Sakura Engineering and <br />dated July 10, 2009 and met with Wildcat Mining and their engineering consultants by telephone on June 23, <br />2009. Mike Clements, Wildcat Mining, Paul Martin, Sakura Engineering, and Kim Preston, Terracon <br />participated in the telephone meeting. On August 2, 2009 DRMS issued a memo listing a number of issues <br />remaining to be addressed before the road could be included as an approved component of the proposed <br />mining and reclamation plans. On October 20 and 21, 2009, Wildcat Mining submitted additional <br />information, some of which is intended to address the issues raised in the DRMS August 2, 2009 memo. <br />Following is the review of the information provided. <br />The "As-Build Report" contains a proposal to vegetate slopes in the fall of 2009 "with a seed impregnated <br />aspen shavings Propex Landlok 450." DRMS August 2, 2009 memo required the reference to "seed <br />impregnated aspen shavings" be explained. An explanation has not been provided. DRMS August 2, 2009 <br />memo stated that to gain approval to use turf reinforcement mats, Wildcat must provided a plan showing <br />where the turf reinforcement mats will be applied, and describing surface preparation and seeding that will <br />precede application. These have not been provided. <br />The DRMS road review memo dated June 5, 2009 states that the road is in cut from approximately station <br />1+50 to 2+00. The cut in this stretch forms a slot through which the road passes. The June 5, 2009 memo <br />states that Wildcat Mining must provide a plan to include laying back and vegetating the cuts in sand and <br />gravel with cobble along both sides of this stretch of the road. DBMS August 2, 2009 memo reiterated this <br />requirement. No such plan has been provided. <br />DRMS August 2, 2009 memo required Wildcat Mining state definitively when and for how long their <br />consulting geotechnical engineer Mr. Paul Martin was on-site and relate that to the days and hours the <br />construction crew was building the road. DRMS August 2, 2009 memo required Wildcat Mining to provide <br />any photographs of road construction that are available. DBMS August 2, 2009 memo required Wildcat <br />Mining to provide a definitive statement as to whether or not Mr. Martin made sufficient observations and <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
