Memo to Wally Erickson 3 <br />Review of Access Road Geotechnical Stability <br />March 7, 2011 <br />File No. M-1981-185 <br />6.5-2 Access Road Repairs & Maintenance (submitted September 29, 2010) <br />5. In the summary section of the Access Road Repair & Maintenance plan, the Applicant lists the <br />following Pre-Construction Activities: <br />a. Utilizing engineering drawings and topographic features (Sakura Engineering Sheets 1 thru <br />16) <br />b. Establish Profile and Cross Section Stakes-for construction purposes. (See Sakura <br />Engineering Sheets 8, 9 and 10 of 16 sheets) <br />c. Establish cut and fill stakes per the engineering drawings (See Sakura Engineering Sheets 1, <br />2, 3, 4, 8, 9, 10, 11, 12, and 13 of 16 sheets) <br />d. Prepare and submit final as-built drawings. <br />The Applicant must provide the Division with a detailed work plan, as requested in the previous <br />Geotechnical review memos, for the proposed Pre-Construction Activities. <br />6. The required work plan must explain how the Applicant will implement the engineering drawings <br />and topographic features provided in Sakura Engineering Sheets 1 thru 16 to complete <br />construction of the access road. The work plan must also describe how quality assurance and <br />quality control will be documented and certified by a qualified professional engineer registered in <br />the State of Colorado. <br />7. The Applicant states, final as-built drawings will be prepared and submitted as part of the pre- <br />construction activities. "Final" as-built drawings of the. repaired/reconstructed road cannot be <br />prepared until construction is complete. Please clarify if the Sakura Engineering As-Builts dated <br />October 20, 2009 are considered by the Applicant to be the "final" as-built drawings to-be used for <br />reference as part of the pre-construction activities. <br />8. In the Existing Conditions Sta 0+00 to 5+00 section of the Access Road Repair & Maintenance plan <br />(Section 3), the Applicant states the access road surface consists of cobbles in a silty matrix <br />(colluviums). The Geotechnical Reconnaissance report prepared by R Squared classifies the road <br />surface soil as clayey sand. Please explain this discrepancy. <br />9. In the Approach section (Section 4) of the Access Road Repair & Maintenance plan, the Applicant <br />lists the following stabilization activities: <br />a. Flattening cutslopes and, in the process widening the narrow portions of the roadway; <br />b. Repairing or reconstructing retaining walls; and <br />c. Constructing erosion and sedimentation control structures. <br />The Applicant must provide the Division with a detailed work plan, as requested in the previous <br />Geotechnical review memos, for the proposed stabilization activities.
