March 14, 2011 C-1982-057/Seneca II-W Mine SLB
roads had been plowed.
The operator indicated that the MEHR would be narrowed to post-mining width this summer. There are portions
of the embankment, roughly at the midpoint between Pond 006 and the intersection with RCR 53 where
reclamation operations will be close to the stream buffer zone of Dry Creek.
Mr.Karo is aware of the requirements of Rule 4.03.1(4)(b)to control erosion and runoff from the road disturbance
area, and discussed the use of silt fences or wattles to ensure compliance with the rule. I recommended that the
operator employ two lines of control along the outslopes to ensure that any sediment transport to the creek is
minimized.
SUPPORT FACILITIES-Rule 4.04:
The facilities area was inspected. The operator had been grading the western portions of the yard that are
not being retained permanently(bath house area and area overlaying the septic tank and leach field). Snow
accumulation has hindered grading operations. The bath house has been removed, as have the diesel tanks.
SIGNS AND MARKERS—Rule 4.02:
Permit boundary markers were observed along the TAHR and MEHR corridors. Mine identification signs
were in place at the intersections of the MEHR and Road G with Routt County Road 53.
DOCUMENTS RECEIVED
OTHER(SPECIFY)
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 6
Number of Complete Inspections this Fiscal Year: 3
Page 3 of 6
