Compliance With Mine Plan Y -Support Facilities Not On-site <br /> NA -Other NA -Special Categories Of Mining <br /> NA -Processing Waste Y -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Seneca II-W Mine conducted by Susan Burgmaier of the Division of <br /> Reclamation,Mining and Safety. Roy Karo of Seneca Coal Company was present for a portion of the site <br /> inspection,and Dennis Jones of Seneca Coal Company was present during the records inspection. The mine was <br /> inspected in conjunction with the Yoast Mine, alternating between the two sites with weather conditions and the <br /> availability of mine personnel. Weather conditions were clear and sunny,but most of the site was still under <br /> approximately 3' of snow. Many areas of the mine were inaccessible. <br /> A VAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were inspected at the mine business office. All required records were available; documentation is <br /> attached. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> ❑Drainage Control 4.05.1, 4.05.2, 4.05.3;Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10;Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13;Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 006 was the only accessible pond. It was covered in 3' of snow, so observations were limited. The <br /> pond was discharging. <br /> ROADS—Rule 4.03 <br /> ❑Construction 4.03.1(3)/4.03.2(3) <br /> ❑Drainage 4.03.1(4)/4.03.2(4) <br /> Li Surfacing and Maintenance4.03.1(5)and(6)/4.03.2(5)and(6) <br /> ❑Reclamation 4.03.1(7)14.03.2(7): <br /> The Tie Across Haul Road(TAHR)and Mine Entrance Haul Road(MEHR)were inspected. The driving <br /> surface of the TAHR was cleared of snow,but the ditches were covered. The surface of the road was soft and <br /> muddy but passable. The MEHR road was in similar condition, and was clear to the facilities yard.
