Michael S. Savage Page 2 <br />January 5, 2006 <br />cubic yard for the 4,805 cyds of rock filter and rock riprap, which is similar to a gravel pit <br />production cost. The prices used in the Task 24 spreadsheet of the draft estimate <br />($13.47/cyd for filter and $17.06 for riprap) reflect the prices available to a third-party <br />conducting reclamation on the Carbon Junction site. <br />Task 25 - The draft estimate uses an excavator as proposed in the TR-13 submittal. <br />Tasks 29 and 30 - The draft estimate eliminates Task 29 (haul 3,000 cyds of topsoil from <br />stockpile #2 to reconstructed channel) and Task 30 (seed, mulch, and fertilize <br />reconstructed Carbon Junction Canyon channel) because, as noted in the TR-13 <br />submittal, these tasks are not in the reclamation plan. <br />Tasks 31a, 31b, 31c - The draft estimate subdivides tasks for reclaiming sediment ponds <br />001 and 002. Task 31 c was added to provide a riprapped channel that would be <br />necessary to control erosion in the pond 002 fill. <br />Task 42 - The draft estimate includes an estimate of costs for disassembly and removal <br />of equipment and other materials from the equipment yard at the south end of the permit <br />area, reflecting the Division's general cost estimating policy of not including credit for <br />equipment salvage. <br />Task 44 - The draft estimate includes hauling of topsoil for fill (and for revegetation) <br />from stockpile #4 to the equipment storage area as shown on page 5-30 of the <br />reclamation plan. Task 44 previously included only topsoil for revegetation. <br />Tasks 50 and 51- The draft estimate adds these new tasks (rill/gully maintenance and <br />weed control). The 10-year maintenance period is a contingency for not achieving the <br />approved alternative postmining land use. <br />The draft estimate retains the following tasks which the TR-13 submittal proposed for <br />elimination: <br />Task 2 - This task is necessary to account for item 2 on page 5-24 of the <br />approved reclamation plan (also shown as Task 2 on page 5-35 of the <br />plan). <br />Task 3 - This task was retained, rather than adding its 6,423 cyds of <br />dozer work to the 4,000 cyds of excavator work in Task 1 (as proposed <br />in the TR-13 submittal). <br />Task 16 - This task is needed to account for what is shown as Task 4 on <br />page 5-36 of the approved reclamation plan. <br />Task 28 - Surveying is work that apparently has been completed and, <br />therefore, would need to go through the bond release process before <br />elimination from the cost estimate.
