r� <br />Discussion <br />Despite the limitations of the steep slopes and heavy vegetation cover, as expected the <br />survey yielded cultural resources. Prehistoric resources were found as isolates. The newly <br />recorded historic sites mostly reflect a focus on sheep and cattle ranching in the study area. <br />Early land acquisition in the region appears to have been by Homestead, Cash Entry or Stock <br />Grazing Desert Land Entry Patents. Many of the early ones were relinquished, and these <br />lands were later consolidated into larger ranches. The other historic site in the study area is <br />the aqueduct constructed during the late 1940's which provides potable water to the Paoma <br />area. <br />Management Recommendations <br />The eligibility determination and consultation process is guided by Section 106 of the <br />NHPA (36 CFR 60, 63, and 800). Inventory to identify, evaluate, and mitigate potential <br />effects to cultural resources affected by an undertaking is the first step in the Section 106 <br />process. Federal actions cannot be authorized until the Section 106 process is completed (36 <br />CFR 800.3). Final determinations of National Register eligibility and effect should be sought <br />from the controlling federal agency. The actual adverse effects due to subsidence can not be <br />determined as part of this study. <br />The files search identified three previously recorded sites (5DT93, 5DT94, and <br />5DT95), within the inventory area. These were reevaluated, as was 5DT1538 (which lies <br />outside the present project's study areas). In addition, two sites (5DT1795.1 and 5DT1796) <br />and two isolated finds (5DT1797 and 5DT1798) were newly recorded. All the cultural <br />resources considered by this inventory were field evaluated as not eligible for listing on the <br />National Register of Historic Places, and should be given no further consideration. <br />11 <br />
