. ., <br />JAN. -06' 04 (TU6~ 08:31 P. 010 <br />5 <br />(81 The 7.essee shall provide for the suppression and control of fugikive dust <br />on roads used by the lessee. <br />(91 The lessee will be required to comply with BLM stipulations regarding <br />transport of coal from the lease. <br />(20) The lessee shall he required to gerform a study to secure adequate <br />baseline data Co quantify existing surface xesourcas on and adjacent to the lease <br />area. Existing data may be used if such data are adequate for the intended <br />purposes. The study shall be adequate to locate, quanci•fy and demonstrate the <br />interrelationship of the geology, topography, surface hydrology, soils, vegetation <br />and wildlife. Baseline data will be established so chat future programs of <br />observation can be incorporated at regular intervals for comparison. <br />(11) The lessee sha7.1 be required to establish a monitoring system to locate, <br />measure, and quantify any progressive and final ef:Eeces of underground mining <br />activities on the topographic surface, subsurface and surface hydrology, soils and <br />vegetation.
