22. Atl drilling fluids, mud and cuttings must be contained on the project site in mud pits or portable containers. The pit must not be used for disposal of garbage, (rash, or other refuse. Unattended pits wilt be fenced to keep out livestock and wildlife Health and Safety 23. To further facilitate coordination with local emergency services, Bowie would provide mapped locations of the proposed well sites, including GPS locafron (latitude/longitude) to the Federal agencies with responsibility for drilling activities. A courtesy copy will be provided to the respective emergency services personnel, as applicable, in advance of any drilling activities. 24. Bowie is responsible for using appropriate MUTCD traffic control devices when any heavy equipment is moved on Forest Roads. Bowie will post warning signs, at locations designated by the USFS, to warn the public of increased traffic on roads resulting from project activities. Additional security and public safety measures may be considered and approved or directed by the District Ranger. 25. The Operator will comply with any fire restrictions in effect at the time of proposed operations. The Forest Service reserves the right to suspend operations during periods of high fire potential. Forest Service will provide Bowie as much advance notice of anticipated closure orders as possible. 26. The Operator will have ability to contact emergency services, including Montrose Interagency Fire Dispatch at all times. Fire prevention measures for all equipment wiA be in place prior to operations. The Operator will have water available, and provide a means for pumping for fire suppression. Fire extinguishers, at least 5 lbs. ABC with an Underwriters Laboratory rating of 3A- 406C, or greater will be on or near each internal combustion engine. Fire suppression equipment must be available to all personnel working at the project site. Equipment must include at least one hand tool per crewmember (e.g. shovel). ~-°- 27. All gasoline, diesel, and steam-powered equipment must be equipped with effective spark arresters or mufflers. Spark arresters must meet Forest Service specifications discussed in the "General Purpose and Locomotive (GPIL) Spark Arrester Guide, Volume 1, April, 1988"; and "Multi-position Small Engine (MSE) Spark Arrester Guide, April, 1989". In addition, all electrical equipment must be properly insulated to prevent sparks. 28. The operator will be held responsible for damage and suppression costs for fires started as a result of operations to the extent permitted by state and federal law. Fires must be reported to the Forest Service as soon as possible.
