The reclamation details, current site photographs, and updated Exhibit F <br />Reclamation Map all contribute to our finding that the technical revision is adequate for approval. On March 3, <br />2011 this office approved Technical Revision TR-2. <br />As part of the revision process, and especially to account for the extensive reclamation activities carried out, the <br />Division also recalculated the outstanding reclamation costs. The new total amount of bond that the Division <br />feels is required to complete the reclamation, as it was revised under this technical revision, is $67,462. The <br />updated figures are shown in the enclosed packet of reclamation task sheets. <br />Most of the figures are fairly straightforward. However, there were a few assumptions used in estimating the <br />bond amount, and are explained briefly below: <br />1. The concrete to be demolished is six inches thick and reinforced. It is broken with an excavator with <br />hydraulic hammer, and the bin walls are spread out for capping (rather than pushing into a pit). Capping <br />material is available from nearby, and pushed a minimal distance. <br />2. The southwest slopes of the two large fines piles are graded down to 3:1 by dozer. The existing slope <br />gradient and the volume to be moved were estimated from the map. <br />3. The small topsoil pile located between the fines piles will be spread by dozer. Its volume was estimated <br />from the map. <br />4. Revegetation will be carried out on all "affected areas" including newly graded areas. The permit <br />consists of approximately 200 acres. Most of the permit area is affected area that requires reclamation, <br />but the permit also contains undisturbed land and the outcrop areas that do not require reclamation. The <br />revegetation in the areas that were recently seeded has not been inspected, so the seeding task was <br />estimated for 100 acres, plus an extra seeding for failures on 25% of the area (this is standard). <br />5. The seed mix was approximated using quantities you provided in the revision, and by extrapolating some <br />quantities for the named species.
