Name and location of all creeks, roads, buildings, oil and gas wells and <br />lines, and power and communication lines on the affected land and within 200 feet of all <br />boundaries, Missing or incomplete - Please address <br />Response: See response to Exhibit C (g) Comment below. <br />Exhibit C (q) Comment: Show the owner's name, type of structures, and location of all permanent <br />and man-made structures contained on the area of affected land and within 200 feet of boundary; <br />Missing - Please address <br />Response: The information requested in these two comments has been included in a revised <br />Figure AM-06-C-01. Figure AM-06-C-01 was modified to include the additional structures <br />requested and to indicate the ownership of all land within 200 feet of the affected area. The 1980 <br />and 1997 Affected Areas boundaries were removed to simplify the figure, and have been placed <br />on a revised Figure AM-06-B-01. <br />Primary, CMC owned structures are numbered and identified in the legend on the figure. Several <br />other minor structures, not owned by CMC, are also identified on this figure, including a Qwest <br />Utility Building along the west side of Highway 91 near the mine site entrance, Xcel Substations, <br />• and a University of New Hampshire Observatory Quonset building near the Chalk Mountain <br />Reservoir. Substations owned by Climax are differentiated from those owned by Xcel and are <br />identified on the revised Figure AM-06-C-01 as well. Utilities shown on the figure include the <br />Climax, privately owned, electrical transmission lines, Xcel Gas Line, Qwest Communication Line <br />and Xcel electrical transmission lines. <br />Other permanent and man-made structures not owned by CMC including the Clinton Reservoir, <br />the Eagle Park Reservoir, the Columbine Ditch (owned by Fremont Pass Ditch Company), and <br />Colorado Highway 91 are also identified by owner in the legend and identified on the revised <br />Figure AM-06-C-01. Note that no oil and gas wells are present on the property. <br />Pump Stations are identified in the figures included in Exhibit G and several figures included in <br />Exhibit C present additional detail of CMC structures at the site. <br />Exhibit D - Mining Plan <br />Exhibit D (i) Comment: Missing - Please address by submitting the blasting and blast/vibration <br />monitoring program to be utilized during operations for Division review. The blasting program shall, <br />at a minimum, comply with the US DOI Office of Surface Mining Reclamation and Enforcement <br />Blasting Guidance Manual protocols. Of special interest will be how blasting activity during <br />operations may impact stability of on-site features such as waste-rock piles, tailings facilities, run <br />on capture ditches, and other key environmental protection features.
