i. If this option is chosen, please submit a map indicating where the temporary <br />stockpile will be located, a written plan for temporary ore material storage to <br />include the HDPE liner, berm and covering as discussed above. Also please state <br />that the ore material will be placed back inside the adit when prospecting is <br />complete. <br />ii. Please include a plan for de-compacting the soil under the storage stockpile and <br />revegetating the disturbance. <br />b. If the Applicant still desires to construct and utilize a concrete pit for ore storage, then the <br />Applicant must address how this pit will be reclaimed and how the ore will be <br />safeguarded. If this option is chosen, please address the following: <br />i. The Division will require the ore material to be placed back into the adit once <br />prospecting is complete to prevent long term weathering of the material. <br />ii. If this option is chosen, please indicate how the concrete pit will be reclaimed. <br />The concrete floor and wall will need to be demolished and buried with soil, and <br />the pit will need to be graded and revegetated. Please indicate the grade of the <br />reclaimed pit slopes (3:1 horizontal to vertical ratio) and submit a plan for <br />revegetating this area. <br />c. If the Applicant chooses to leave the material in the pit, the design of the pit will need to <br />change to ensure long term protection of the surface and ground water system. Concrete <br />will crack over time and may allow acidic and toxic material to leach out. Given this, if <br />the Applicant chooses to leave the waste material in the pit, the Division will require the <br />pit to be lined and covered with a geo-synthetic material or a clay liner. Please submit <br />plans, specifications, and quality assurance protocols for the installation of the liner <br />system. <br />iii. Once this is complete, the waste material and liner will need to be buried with <br />soil material and pit slopes will need to be graded and revegetated. Please <br />indicate the grade of the reclaimed pit slopes and submit a plan for revegetating <br />this area. <br />4.) Once the prospecting operation is complete the area affected by the storage of the ore material <br />will need to be revegetated as indicated above. It is likely the soil will be compacted due to the <br />operation and will need to be scarified. Please submit a seedbed preparation plan and a seeding <br />plan for the site including a list of species to be planted and the amount of live seeds per acre to <br />be planted for each species. This information can be obtained from the Natural Resource <br />Conservation Service. Your response letter indicates a seeding plan created by the NRCS has <br />been submitted to our office several times. This statement is incorrect, no seeding list has been <br />provided to our knowledge, nor do we have it in our file for this operation. <br />b. If mulch and fertilizer will be necessary, please indicate the type and quantity of material <br />to be applied. <br />Financial Warranty: <br />5.) The Division will estimate a cost to reclaim the site based on the application and your response to <br />the adequacy review issues above. Please note that prospecting operations may not commence <br />until the adequacy issues are addressed and the bond is submitted and approved by the Division.
