Hickenlooper
Governor
Mike King
Executive Director
Loretta E. Pineda
Director
The Division of Reclamation, Mining and Safety (Division) received your response to the second
adequacy review of the Notice of Intent (NOI) to Conduct Prospecting Operations for Hard Rock/Metal
Mines at the Stanley Mine site; File No. P-2011-001. Your response was received on February 25, 2011.
The Division has reviewed the submitted material for adequacy. Please address the following items;
Operations and Reclamation Measures:
1.) Please indicate the depth concrete will be placed into the drill holes as a cap? Five to ten feet
would be sufficient.
2.) Please commit to tremmieing the drill holes from bottom to top with the bentonite and the
concrete cap.
3.) Your response to items 7, 8 and 14 of the Division's second adequacy review assumes a mining
permit will be obtained for the future operation. As was indicated in the Divisions 1" adequacy
review in item #26, the procurement of a mining permit cannot be assured. Your response
indicates there will be not disturbed areas. This statement is incorrect; the dump pit outside of the
adit will be used to store ore material from the tunnel clean out operations. This area falls under
the definition of affected land. Given this, the disturbance must be reclaimed and the ore stored
in the pit must be safeguarded to ensure offsite damages do not result due to its storage.
a. The Division recommends a modification of the plan. In order to simplify the surface
disturbance and reclamation, you should consider a temporary storage pile just outside
the adit. During the two site visits two flat areas were observed adjacent to the adit that
could be used as storage areas. A HDPE liner will need to be placed on the surface of the
area where the ore material will be stored and a storm water berm must be placed around
the stockpile. Then the material could be covered with a tarp as outlined in your response
to limit weathering of the material. Once prospecting operations are complete this
material could be placed back inside the adit at very little cost. If a mining permit
application is submitted prior to completion of this prospecting operation this stockpile
could be accounted for at that time and this requirement could be removed.
VV
Office of If J Office of
Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
