MCM is proposing to apply weed free hay or straw mulch at a rate oft tons /acre. Besides <br />mulch, will any other nutrients or soil amendments be applied to the redistributed topsoil? If <br />any, please supply information regarding the nutrients or amendments and the rates of <br />application. <br />General Continents <br />127. MCM submitted a new list of Tables and Figures with the application. An entire new Table of <br />Contents will need to be submitted for the text and Appendices portion of the application as <br />well. <br />128. It is unclear if Section 4 of the existing permit document is intended to remain in the permit <br />application package. Section 4 has redundant information in it now that Section 2 and 3 have <br />been rewritten and are to be replaced with entirely new text. MCM indicates that new pages 4- <br />1, 4 -2, 4 -3, 4 -10, 4 -11, and 4 -73 are now to be intentionally blank. But the remainder of the <br />information in Section 4 is either redundant or contradicts the new information presented in <br />revised Section 2. If there is pertinent information in the old Section 4 it should be <br />incorporated into revised Section 2 and the old Section 4 should be removed from the PAP. <br />Please clarify this discrepancy of information presented. <br />129. Manz Made Fill /Landslide Feature <br />Within the footprint of the proposed Coal Mine Waste Pile lies an oblong, elevated earthen <br />feature ( landform). This landform appears to be approximately 650 feet in length, 200 feet in <br />width, and rises 10 to 20 feet above the valley floor. The feature is oriented perpendicular to <br />the valley, and appears to span nearly the full distance from the eastern bank of the incised <br />channel of East Salt Creek to the cliffs on the east side of the valley. The top of the landform <br />appears to be extremely level, and the slopes on the upstream and downstream sides of the <br />feature appear to be uniformly graded. <br />The PR -2 application makes reference to this landform in numerous locations, including the <br />baseline soils section, the AVF determination and the Cultural Resource Inventory. A number <br />of these references, and the interpretations made in each, are itemized below: <br />Appendix T — Soil Resource Assessment Baseline Soil Suryey)(Jim Ny�uis) <br />• The introduction describes "an east -west trending, flat- topped, oval shaped landform that <br />lies across the valley and may be either an old earthen dam structure or a landslide debris <br />Pile." <br />• Soil Map Unit I, (which comprises the feature) is identified as "Unnamed fine sandy loam, <br />1 to 20% slopes ", and is described in subsection 3.2 of the report. Mr. Nyenhuis suggests <br />that the feature is an earthen dam constructed across the valley some decades ago. <br />
