STATE OF COLORADO <br />DIVISION OF RECLAMATION, MINING AND SAFETY <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />Phone: (303) 866-3567 <br />FAX: (303) 832-8106 <br />Memo to the file: <br />March 2, 2011 <br />Colowyo Coal Mine, C 1981-019, Permit Revision No. 3 <br />Persons in attendance: <br />COLORADO <br />D IV IS I ON OF <br />RECLAMATION <br />MINING <br />SAFETY <br />Colowyo Coal Company, LLC: Kurt Blunt, Matt Guptill, and Tom Peterson (consultant for CCC). <br />DRMS: Dan Hernandez, Kent Gorham, Tom Kaldenbach, Stephanie Reigh, Brock Bowles, Rob <br />Zuber and Janet Binns <br />Colowyo representatives requested a meeting to clarify several of the questions from the Division's <br />Preliminary Adequacy Letter for PR3, dated February 25, 2011. <br />Adequacy concern items discussed: <br />Rule 2.04.9 Soils Resource: <br />1. Table 2.04.9-16 indicates that 6 inches of topsoil will be replaced over all 2038 <br />proposed disturbed acres. (JHB) <br />CCC indicated this topsoil replacement value was just to show the average if the <br />anticipated salvage volumes are achieved. Janet is uncomfortable with a blanket <br />reference like this if 6" throughout is not the indented replacement thickness. <br />CCC agreed to remove this footnote regarding 6" replacement thickness. <br />Rule 2.04.11 Fish & Wildlife Resource <br />2. Incorporate findings from DOW letter (February 17, 2011) into text. (BFB) <br />CCC will add the background information from DOW's letter with details <br />regarding core range, herd size, critical habitat information. <br />Rule 2.05.13 Surface Water/Ground Water Monitoring <br />3. Where to place spoil monitoring well. (KAG) <br />Kent confirmed that the North End of the Collum Lite pit at the deepest part of the <br />pit would be the best location to place a monitoring well.
