STATE OF COLORADO
DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
Memo to the file:
March 2, 2011
Colowyo Coal Mine, C 1981-019, Permit Revision No. 3
Persons in attendance:
COLORADO
D IV IS I ON OF
RECLAMATION
MINING
SAFETY
Colowyo Coal Company, LLC: Kurt Blunt, Matt Guptill, and Tom Peterson (consultant for CCC).
DRMS: Dan Hernandez, Kent Gorham, Tom Kaldenbach, Stephanie Reigh, Brock Bowles, Rob
Zuber and Janet Binns
Colowyo representatives requested a meeting to clarify several of the questions from the Division's
Preliminary Adequacy Letter for PR3, dated February 25, 2011.
Adequacy concern items discussed:
Rule 2.04.9 Soils Resource:
1. Table 2.04.9-16 indicates that 6 inches of topsoil will be replaced over all 2038
proposed disturbed acres. (JHB)
CCC indicated this topsoil replacement value was just to show the average if the
anticipated salvage volumes are achieved. Janet is uncomfortable with a blanket
reference like this if 6" throughout is not the indented replacement thickness.
CCC agreed to remove this footnote regarding 6" replacement thickness.
Rule 2.04.11 Fish & Wildlife Resource
2. Incorporate findings from DOW letter (February 17, 2011) into text. (BFB)
CCC will add the background information from DOW's letter with details
regarding core range, herd size, critical habitat information.
Rule 2.05.13 Surface Water/Ground Water Monitoring
3. Where to place spoil monitoring well. (KAG)
Kent confirmed that the North End of the Collum Lite pit at the deepest part of the
pit would be the best location to place a monitoring well. CCC was in agreement
with this location.
Office of Office of
Mined Land Reclamation Denver • Grand )unction • Durango Active and Inactive Mines
