February 24, 2011 C- 1991- 078/Hainilton Mine MLT <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />• The snow had melted from the permit area, allowing close inspection for the reclaimed Pond <br />A and Topsoil Stockpile #2 areas. <br />• At Pond A, the impounding structure had been completely removed, and the access road <br />around the southern perimeter had been graded away. A collection ditch that previously <br />flowed into Pond A from the west had also been reclaimed (Photo 2). <br />• The entire Pond A footprint was topsoiled, seeded, mulched, and crimped. The reclaimed <br />surface appeared to be stable with respect to erosion, and no rills or gullies were observed <br />(Photos 3 and 4). <br />• Topsoil Stockpile #2 was the source for topsoil used in reclaiming Pond A. The remaining <br />surface of TS #2 had been smoothly graded to blend in with the surrounding terrain. The <br />surface had been seeded, and mulched with straw which was then crimped into the soil using <br />equipment tracks. The surface was left in a nicely roughened condition (Photo 5). No <br />formation of erosional features was observed on the surface. (Photo 6) <br />• Two rolls of fence wire, likely removed during the project, were sitting on the side of the <br />haul road, adjacent to TS #2 (Photo 7). The fence along the southern side of TS #2 was in <br />disrepair. Wire strands were knocked down, and a number of the posts were bent over. <br />Maintenance of this fence is not required by the Rules, but the landowner should be <br />consulted regarding his preferences for the fence's condition. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />• The Pond B Topsoil Stockpile is located immediately south of Pond B (Photo 8). Approval <br />of Pond B as a permanent impoundment will also result in the stockpile being retained as a <br />permanent feature.
