September 21,2010 C-1982-057/Seneca II-W Mine JRS(
017. All of these thistle patches will need to be sprayed. There was some erosion from the roadside ditch for Haul
Road K into culvert K-3. This area will need to be repaired and additional riprap will need to be put in place for
additional stabilization.
-During the Partial Phase I Bond Release SL-02,the Division excluded light-use roads LU-1, LU-IA, LU-3 and
LU-4(for a total of 3.38 acres). The roads have been approved as permanent(by landowner request and TR-68)
and have been designed as permanent roads. The roads were all stable and no erosional features were noted. The
Division will be including these roads in the Partial Phase I Bond Release SL-03.
Light-use road LU-5 is being included in this Partial Phase I Bond Release SL-03. The road has been approved
as permanent(by landowner request)and has been designed as a permanent road. The road is approximately 12
feet wide. The road has an outlet drain at the bend in the road by stock tank T-26. The road was stable and no
erosional features were noted.
REVEGETATION—Rule 4.15 Vegetative Cover; Timing:
-The entire site has been reseeded. There is good vegetative cover over the vast majority of the site. There are,
however, large patches of Canadian thistle and hounds tongue over most of the reclaimed south extension at the
Seneca II-W Mine. Although revegetation and weeds are not a Phase I Bond Release topic, these areas need to be
sprayed and monitored.
SUPPORT FACILITIES -Rule 4.04:
-There is a remaining shop facility along Haul Road A just above(and south of)Pond 006. This area contains
numerous pieces of reclamation equipment that is being used for continuing reclamation and maintenance work.
TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;
Redistribution 4.06.4:
-Topsoil has been replaced on the entire site. Since this was only a Phase I Bond Release,no topsoil verification
holes were dug during the inspection. Although there was some rilling and gullying,as noted in the"Backfilling
and Grading"and"Hydrologic Balance"sections above, there did not appear to be any major problems with
topsoil loss and there was good vegetative growth on the site.
This concludes the Division's 21 September Partial Phase I Bond Release inspection report for the Seneca II-W
Mine.
DOCUMENTS RECEIVED: None
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 2
Page 11 of 18
