September 21,2010 C-1982-057/Seneca II-W Mine JRS C:� <br /> Close monitoring of these surge ponds and maintenance work as necessary will be needed to ensure the ponds and <br /> their associated post-mining channels remain stable. The Division is requesting that the location of these surge <br /> ponds be depicted on the as-built exhibit for the post-mining drainage channels for SL-03 (Exhibit D). <br /> Please update SL-03 Exhibit D to show the locations of the surge ponds,as appropriate,in the post-mining <br /> channels. <br /> - Stock Tanks—Seneca has three stock tanks in the Seneca II-W Mine South area. The stock tanks are T-25,T-26 <br /> and T-27. As with the surge ponds discussed above,there was erosion at both the inlet and outfall sides of these <br /> stock tanks. Seneca was repairing some of the erosion problems on the stock tanks in the PM-2 drainage area at <br /> the time of the inspection(T-26 and T-27). Seneca will need to continue to closely monitor these stock tanks and <br /> repair any problems as necessary. The Division will update task 118 of the reclamation cost estimate to account <br /> for maintenance of these stock tanks at the Seneca II-W Mine. Since these stock tanks are in the permanent, <br /> post-mining drainage channels,their location should be depicted on the as-built exhibit for the post-mining <br /> drainage channels for SL-03 (Exhibit D). Please update SL-03 Exhibit D to show the locations of the stock <br /> tanks,as appropriate,in the post-mining channels. <br /> -Pond 016A was discharging over the spillway into Pond 016. The discharge looked clear. Pond 016 was also <br /> discharging into the receiving stream. The discharge from Pond 016 also appeared to be clear. Both pond <br /> embankments were well vegetated and stable and no erosional problems were noted. <br /> -Pond 017 was discharging a trickle at the time of the inspection. The discharge looked clear. The pond <br /> embankment was well vegetated and stable and no erosional problems were noted. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -Haul Road I has been reclaimed and is included in the Partial Phase I Bond Release SL-03. The road has been <br /> regraded to blend with the surrounding ground and has been topsoiled and reseeded. The reclaimed haul road <br /> corridor was stable and had good vegetative cover. There were Canadian thistle patches along the entire length of <br /> the reclaimed haul road corridor. The I-1 culvert was excluded from the Partial Phase I Bond Release SL-02 <br /> because it was still in place at the intersection of Haul Road I and reclaimed Haul Road H. Seneca crushed the <br /> ends of the I-1 culvert and covered them with material and graded the area to blend in with the surrounding area. <br /> -Haul Road J is a primary access road for Seneca and the landowners. The road has been narrowed to a width of <br /> approximately 20 feet. The remaining width of the haul road has been graded to blend with the surrounding <br /> ground. The reclaimed portions of the haul road are well vegetated and stable. There was some Canadian thistle <br /> noted on the slopes between culverts J-6 and J-7 which will need to be treated and possibly reseeded. All of the <br /> remaining culverts were clear at the time of the inspection. There are some maintenance issues that need to be <br /> addressed, as follows. Both the inlet and outlet sides of culvert J-3 were down cut and need to be repaired. There <br /> was some sediment at the outlet side of culvert J-4 that will need to be cleaned to allow water and sediment to flow <br /> out of the culvert. The TRM at the outlet side of culvert J-5 needs to be repaired. All of the culvert areas have silt <br /> fence and straw waddles that are in place to help prevent sediment from getting into undisturbed areas. All of <br /> these silt fences and straw waddles were near capacity will need to be excavated repaired/replaced. <br /> -Haul Road K is also a primary access for Seneca and the landowners. The road has been narrowed to a width of <br /> approximately 20 feet. The remaining width of the haul road has been graded to blend the surrounding area. All <br /> of the cut and fill slopes blend in well with the existing ground surface. The reclaimed areas of Haul Road K were <br /> well vegetated and stable at the time of the inspection.
