. EXHIBIT E <br /> The affected land was originally range land with a small <br /> amount of farming on it. At the time or shortly after Mr . Headley <br /> purchased the land, he began to receive water and increase the <br /> irrigated acreage. The land has gradually turned more and more <br /> to farming. However , all land within the affected area where <br /> gravel operations are taking place currently was rangeland <br /> prior to mining. <br /> Exhibit C shows the yearly schedule of anticipated pit <br /> progress . Exhibit F, which accompanies this Exhibit, shows <br /> the anticipated reclamation plan. The aims of the reclamation <br /> plan are as follows : <br /> 1. The pits will remain open in order to provide <br /> infiltration points for Applicant ' s water , appli- <br /> cation for which is presently pending before the <br /> Water Court . . <br /> 2. The sides of the pit will be dressed to pleasant <br /> appearance . <br /> 3. The owner/Applicant will gradually convert most <br /> • rangeland to the farming operation as water is available , <br /> to a maximum of 600 irrigated acres . <br /> 4 . Topsoil is very sparse in the affected area . <br /> However, since the pits will remain open, the <br /> replacement of topsoil will be confined to re- <br /> claiming the areas under the stockpiles and <br /> the disturbed area in the affected lands . About <br /> two to three inches of topsoil material will be <br /> available to distribute over areas being reclaimed <br /> to provide for agricultural use . Additional <br /> topsoil will be provided from Applicant 's reservoirs <br /> and settling ponds . This area will be seeded in <br /> grass or will become part of the extending farm <br /> operations . <br /> A . Types of Reclamation <br /> The gravel pits will be left open in order to provide <br /> infiltration points for Applicant 's water rights as described <br /> in Exhibit G. As Applicant is able and as water is available , <br /> land will be converted to irrigated agriculture to a maximum <br /> of 600 acres on all of Applicant' s land. Because of the <br /> • nature of Applicant 's reclamation plan, earthmoving will be <br /> kept to a minimum since topsoil will be replaced only on those <br />
