• EXHIBIT D MINING PLAN
A . Description of Methods of Mining
For each pit open pit mining is or will be employed.
Equipment used in the mining operation consists of a HD 16
Dozer with ripper, Dragline , and Wheel Loaders . The Loaders
are used 90% of the time, due to existing waste stockpiles
left from mining prior to commencement of the Headley opera-
tion. As the waste material is removed, a paddle scraper
removes the remaining gravel to existing topsoil and levels
the area so that it will be available for irrigation and
replanting to a nurse crop, either barley or rye, and new
seeding hay . Approximately fifteen (15) acres have already
been reclaimed by Applicant on the area mined prior to 1976 .
In those pits where water has been induced pursuant to
Applicant' s water rights plan, a clam shell or dragline has
been used to excavate the gravel .
B. Earth Moving
Overburden in this area is a very sandy soil with a
• binding agent. This soil was removed and used in construction
of the dams for the three reservoirs shown in Exhibit C. There
are no spoil piles . The equipment used was scrapers and some
bottom dump trucks . Since the commencement of the Headley
operations , any overburden removed has been placed on the land
being reclaimed, a practice which will continue as Applicant
initiates and continues the reclamation plan.
C. Diversions or Impoundments
No water diversions or impoundments are made for the
express purpose of the gravel operation. Normally a dry
operation, the aggregate needs no washing to meet usual
specifications . However, water is introduced to the gravel
pits in conjunction with Mr . Headley' s water rights plan as
infiltration points for his underground storage . The three
dams which are shown in Exhibit C were constructed not for
the purpose of the gravel operation but to provide storage
and infiltration for the water rights and subsequent irriga-
tion of Mr . Headley' s crops . Except after severe rain storms ,
no waters escape the Headley property on the surface . (See
also Exhibit G)
