Technical Revision (TROT -10) Adequacy Responses
Page 2
Response: The appropriate revisions have been made to the text.
4. The Transfer Building and Coal Stockpile is discussed on the proposed revised page 2.05.3-
17. The first sentence under the referenced heading states that, "Coal from the initial
development mining will be conveyed from the mine portal to a transfer point and then to the
coal stockpile area. A radial stacking conveyor will be used to create a coal storage stockpile
of up to 100, 000 tons. After the initial development, coal will be conveyed from the mine
portals by a 72-inch covered conveyor through a drive building to the transfer building. "
The seventh sentence continues, "The coal will be conveyed from the transfer building to the
run of mine (ROM) stockpile, where selective placement in conical piles and two stack tubes
will allow some blending to meet customer specifications. The ROM stockpile will provide up
to 300, 000 tons of storage.... " This text appears to differ from the orientation of the belt lines
and facilities identified on Map 2.05.3 MIA.
According to Map 2.05.3 MIA, it appears that the west beltline leaves the portal without
moving to a transfer building and on to the "Radial Stacker Belt" at the location labeled #17
Coal Handling Facilities Area on the east side of Road B and south of the labeled,
"Parking/Storage Area ". Another beltline leaves the portal area and enters a Transfer
Building then south to a Belt Drive Building and onto Stack Tubes at the eastern Coal
Handling Facilities Area. Please identify on Map 2.05.3 MIA the location and footprint of
the 300,000 ton capacity ROM stockpile and the location and footprint of the 100,000 ton
coal stockpile and provide the amount of acreage of the coal handling facilities areas.
Response: The referenced text and Map 2.05.3 MIA have been updated for clarification.
5. Proposed revised pages 2.05-18 and 2.05-19 discuss haul roads A, A-1, B, and D. According
to the last paragraph on the proposed revised page 2.05-19, coal haulage will occur on Road
AIBIB-1. Road B-1 and Road A-2 are also referenced on proposed revised page 2.05-22.
Haulroads B-1 and A-2 are not listed as hulroads under the heading of Roads on page 2.05-
18, under the heading of Haulroads on page 2.05-19, Map 2.05.3 M3 or identified on the
proposed revised Map 2.05.3 MIA. Please revise the text to omit haulroad B-1 and A-2 if it
is no longer a designated road or revise the text and the referenced maps to include
haulroad B-1 and A-2.
Response: The referenced text has been revised to correctly identify the roads.
6 The last paragraph on proposed revised page 2.05-19 states that, "Coal haulage will occur
on Road AIBIB-1, from the permit boundary at Routt County Road 27A to the coal stockpile
area, a distance of approximately 1.5 miles. " This statement does not include haulroad D.
Based on Maps 2.05.3 MIA and 2.05.3 M1B, the coal stockpile referenced is the western most
stockpile. However, no discussion is made as to the haulage to occur on haulroad D from the
eastern coal handling facilities area. Please discuss the activities to be conducted on
haulroad D from the eastern coal handling facilities area.
Response: The text has been updated to discuss all roads.
