Pumping from the sumps to the water treatment plant ceased in <br />2002. AR:00058. Sump No. 1 and Sump No. 4 remain in place. AR:00933:7-9. The building <br />that housed the former water treatment plant also remains. AR:00337. <br />Reclamation and closure activities have been occurring for more than a decade, with most <br />of the reclamation occurring after mining ceased in 2000. AR:00042; 00866:24-867:2; <br />AR:00978:3-10; 00541. In January 2008, Cotter completed sealing (also called bulkheading) <br />two Mine adits called the Steve and Pierce adits (together the "Steve Level Adits") with ten foot <br />thick cement reinforced by steel rebar and grouted the rock mass surrounding the bulkhead to <br />assure that all of this rock mass was sealed. AR:00042; 00945:4-10; 00518; 00945:15-21. The <br />Steve adit had provided for Mine access, and the Pierce adit had provided for emergency egress <br />when the Mine was operational. AR:00032; 00337. <br />The Division expressly approved the highly-engineered bulkheading. AR:01011:17-18; <br />00517-18. The original mined land reclamation plan approved by the Division included allowing <br />the Mine to flood and constructing bulkheads capable of containing the Mine water. <br />AR:00945:4-5; 00977:2-8; 00253; 00259; 00271; 00403; 00945:11-14; 00540; Order ¶ 15, <br />00847. <br />In approximately October 2002, uranium concentrations peaked in the mine pool at <br />60.2 milligrams per liter (mg/L). AR:00265-66. Since then, uranium concentrations in the mine <br />pool have been steadily decreasing and in July 2010, the concentration had declined to <br />33.4 mg/L - 45 percent from its peak.
