There was no operator /representative from Munger Canyon Mine <br />present during the inspection. However, I did speak with Gary Isaac, Mine Manager at the mine office during the <br />records review prior to the site inspection. Weather conditions were sunny and cold. The ground was entirely <br />snow covered. <br />AVAILABILITY OF RECORDS —Rule 5.02.4(1): <br />The availability of records was checked at the Munger Mine office on the morning of February 21id. Several <br />records need to be updated since the time of the last complete inspection. A current Insurance Certificate was <br />identified as missing from the records file. The most recent Discharge Monitoring Reports and Quarterly Pond <br />Inspections on file are from the second quarter 2010. Please update the records with the current Insurance <br />Certificate for the Munger Canyon Mine and the most recent DMRs and Quarterly Pond Inspection reports (see <br />the DRMS Availability of Records checklist at the end of this inspection report). <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />East Salt Creek was frozen. Munger Creek had no flowing water. Ditches and culverts associated with the <br />reclaimed waste disposal site, the cover soil stockpile, and the topsoil stockpile locations were mostly snow <br />covered but appeared to be in good condition and functional. The waste disposal area sediment pond was not <br />retaining water.
