Gold links Mine, Permit Number M-1987-143, Technical Revision, TR-01 for inclusion of a <br />temporary building and concentrator on site, Denial. <br />Dear Mr. Gydesen, <br />The Division of Reclamation, Mining, and Safety (Division) received CRG Mining, Inc. request for <br />a technical revision to the above referenced permit for inclusion of a temporary, portal 30' X <br />60' building on site to house a concentrator. Staff review your response to issues raised that <br />clarified what the building was and what processes were inside in a letter received on January <br />20, 2011. The Division after careful consideration must inform CRG Mining that the Technical <br />Revision, TR-01 is denied. The reasons for the denial are as follows:. <br />1) The processes and equipment described inside the building have been reviewed by the Division. <br />The activities described are classified per Rule 1.1(18) as "Extractive Metallurgical Processing" <br />(mill) meaning the production-scale process of extracting metals of value from mineral ore, or <br />waste water treatment for metals removal". The information provides is overly simplistic and <br />does not address the disturbance that for the ore/waste removal note. An amendment will <br />have to address mill impacts to stormwater control, sedimentation issues to mitigate impact to <br />the creek that is immediately adjacent to the waste pile, additional reclamation requirements, <br />financial warranty update, etc. Under the original approved permit it is noted the material will <br />be "shipped off site to a mill". The current plan proposed brings the mill on site which requires <br />a total re-evaluation of the permit. Thus an amendment and thorough review is necessary that <br />cannot be accomplished as a Technical Revision. <br />2) The building proposed is noted as temporary. It may not have a true foundation but as <br />noted in the information provided it "may" be left as a permanent structure. Its size as <br />described in the revision goes beyond a portable building and no documentation from <br />the landowner's acceptance of the structure was supplied as with other structures to be <br />left on site previously.
