January 31, 2011 C-1981-038Bowie No. 1 Mine JJD <br /> entrance gate to the site. <br /> The sediment control at the unit train loadout was in place and functioning properly.The operator improved the <br /> portion of the ditch that channels upland diversion water from the east gate area to the central diversion system. <br /> The central diversion system was diverting upland water properly.The west side collection ditch was in place at <br /> the loadout.The ditches and culverts at the other mine sites were covered in snow. <br /> ROADS—Rule 4.03❑❑Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑E Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)0[]Reclamation 4.03.1(7)/4.03.2(7): <br /> The three paved entrance roads to the unit train loadout were in good condition.The dirt road at the <br /> partially reclaimed temporary highway coal stockpile area was passable.The entrance roads to the East Mine, <br /> West Mine,well field and the reclaimed run-of-mine coal stockpile area were covered in snow and had not been <br /> plowed.The gate at the East Mine was blocked by snow so that area was not inspected. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> The outslope of the unit train loadout and the cut slopes and flat areas of the partially reclaimed temporary <br /> highway coal stockpile area had a moderate to good cover of vegetation.The other mine site areas were covered in <br /> snow so it was not possible to inspect vegetation cover. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Although covered in snow,there were no indications of slope instability at the reclaimed West Mine and <br /> at the reclaimed run-of-mine coal stockpile area.The cut slopes at the partially reclaimed temporary highway coal <br /> stockpile area were clear of snow and were stable.The unit train loadout bench outslopes also were stable. <br /> However,due to snow blocking the entrance gate, it was not possible to inspect the East Mine. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> Most of the facilities and mine-related structures have been dismantled and removed from the unit train <br /> loadout area.There were no problems with the remaining facilities and structures.No other facilities are left at the <br /> other mine sites,except those for sediment control. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Mine identification signs were up at each of the entrances to the various mine sites and along Steven's <br /> Gulch Road where the permit boundary crosses the road. <br /> Surface disturbance markers were up around the disturbed areas.The two subsidence warning signs were up along <br /> Steven's Gulch road near the well field area. <br /> TOPSOIL—Rule 4.06❑❑Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> The topsoil stockpile on the west side of the unit train loadout area had a moderate to good vegetative <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 6 <br />
