PERMIT #: M-1990-114 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: January 26, 2011 <br />OBSERVATIONS <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials <br />112c permits. The operator's representative was contacted about the scheduled inspection and he was <br />present throughout the inspection. The site was active at the time of the inspection, with crushing occurring <br />in the north pit, and loading and hauling material offsite by a fleet of county trucks in the south pit. <br />Availability Of Records: <br />The operator is current with annual reports. Since this site is active (mining, processing, hauling, and grading) <br />the operator is reminded to update the report and permit map to reflect these changes each year. <br />Acid And Toxic Materials: <br />There were no contaminants noted. <br />Backfilling and Grading: <br />Except for a small area in the north pit where active excavation occurs, all highwalls in the pits are graded to <br />final slope gradients, for stability and in some areas as preparation for final reclamation. <br />Hydrologic Balance: <br />The site is dry, with no exposure of groundwater in the pits, or areas of alkaline leaching or seeps on the pit <br />floors. Ephemeral gulch flows which pass through the center of the permit area are adequately isolated from <br />contamination and areas of mining activity. <br />General Compliance With Mine Plan: <br />The north pit exhibits much of the earlier stages of pit activities, some predating this permit. The irregular pit <br />shape will be improved as mining progresses toward the north, west and east. New areas of excavation will be <br />shaped to blend with older established pit slopes. The crusher operates in the north pit, which appears to <br />contain more cobble and gravel than the south pit. There is a portable onsite office set up in the north pit. <br />The south pit has reached its limit on the west and south sides, and will expand eventually to the east. The pit <br />floors are generally level. No fuel was stored onsite. All activities observed onsite are in compliance with the <br />approved plans. <br />Roads: <br />The top of the onsite access road will remain in its present location around the south end of the disturbed <br />area, but the eastern segment of it will be gradually moved farther east as the pits grow toward the east. All <br />roads along the margins of the pits are bermed and maintained adequately. <br />Reclamation Success: <br />Reclamation has been limited to-date, but some topsoil replacement and seeding may be possible soon, since <br />some slopes are in or near their final locations. <br />Revegetation: <br />No seeding of slopes has occurred, though some of the older topsoil piles have been revegetated. There were <br />no noxious weeds found during this inspection, indicating that the operator has fully eliminated the small <br />patch observed during a previous inspection. Monitoring and treatment should remain priorities at this site. <br />Page 2 of 5
