Four of the cross sections were located on Topsoil Stockpile # 7 (one in each ordinal
direction from the top to the base of the stockpile, A-A', A'-B', A'-C, and A'-D'). Two
additional cross sections (X-X' and Z-Z') were established on corresponding adjacent
topography, one north of Topsoil Stockpile # 7 and one east of Topsoil Stockpile # 7
(both in native topography). The following table presents the results.
X.S. Length Height Sloe % Grade Slope de Gradient
A-A' 350' 46' 0.1314 13.14 7.49 1:7.61
A'-13' 140' 20' 0.1428 14.28 8.13 1:7.00
A'-C 125' 12' 0.0960 9.60 5.48 1:10.42
A'-D' 220' 42' 0.1909 19.09 10.81 1:5.24
X-X' 500' 136' 0.2720 27.20 15.21 1:3.68
Z-Z' 500' 120' 0.2400 24.00 13.49 1:4.16
Based on a comparison of the characteristics of the above slopes and topography, the
characteristics of Topsoil Stockpile # 7 are similar or less steep than the characteristics of
the adjacent native slopes and landforms. As Topsoil Stockpile # 7 blends with the
adjacent native topography it complies with the requirements of "approximate original
contour" in the regulations, the in situ material in Topsoil Stockpile # 7 is excess and not
required for reclamation tasks, the slopes of Topsoil Stockpile # 7 are equal or less than
corresponding native landforms, therefore the potential for erosion is less than that of
native landforms, and the topsoil stockpile has been revegetated to a vegetative cover
higher than that of surrounding native landforms, again stabilizing the pile and reducing
erosion potential to a level below native landforms. For the above reasons, we assert that
it is not necessary to reconfigure Topsoil Stockpile # 7 to comply with CDRMS
regulations.
3. The requested text changes have been made. A revised page 5-25 has been appended for
inclusion into the renewal permit document.
5. The requested text deletion has been made. A revised page 5-25 has been appended
for inclusion into the renewal permit document.
Please call me at your earliest convenience to schedule a meeting to discuss the items
above.
Sincerely,
Michael S.
