Carbon <br />Junction Mine (CDRMS file C-92-080) <br />Dear Mr. Kaldenbach: <br />Oakridge Energy, as owner of the Carbon Junction Mine site, Ewing Mesa mine site, and <br />other areas of Ewing Mesa has undertaken post-mining development through the re- <br />platting and recording of 35-acre residential parcels on Ewing Mesa. These parcels <br />represent the proposed post-mining land use of the Carbon Junction Mine site (as well as <br />other areas on the mesa). As such, Oakridge Energy is actively seeking to terminate <br />CDRMS (and CDPHE) jurisdiction on the Carbon Junction Mine site as expeditiously as <br />possible. To this end, Phase III bond release and termination of the CDRMS permit will <br />be sought this summer. With this goal in mind, we request a meeting with the <br />appropriate Division staff to discuss measures to facilitate permit renewal and ultimate <br />termination, as well as final liability and bond release. <br />Responses below will serve to address the items contained in your preliminary adequacy <br />review of the Permit Renewal 03, dated April 11, 2008. Response numbers follow the <br />numbering contained in the PAR. <br />1. We have received the Division's proposed reclamation cost estimate and are currently <br />reviewing it. <br />2. I undertook a review of the topography and configuration of Topsoil Stockpile # 7 to <br />evaluate the slopes and landscape form in the context of adjacent landforms on Ewing <br />Mesa. The Division suggested that regrading or recontouring of the topsoil pile is <br />necessary to better blend the excess topsoil pile with the topography of the area. I <br />employed the information on Map 5-2 (Mine Plan Map) of the approved permit <br />document (derived from the City of Durango aerial survey) to establish six cross sections <br />(depicted on the appended portion of the map).
