Mr. Morrison <br />Page 1 2 <br />February 2, 2011 <br />6.3.2 Exhibit B - Site Description <br />2. As required by Rule 6.3.2(c), please provide a description of the Arickaree River. The <br />description should include any information available from publications or monitoring data on <br />flow rates, water table elevations and water quality conditions. <br />3. As required by Rule 6.3.2(b), please identify any permanent man-made structures within two <br />hundred (200) feet of the affected area and the owner of each structure. The haul road is part <br />of the affected area; therefore, State Highway 71 and any utilities along the roadway must be <br />identified as permanent man-made structures. In addition, please clarify if there is an existing <br />ranch road and fence to the west of the proposed pit. <br />6.3.3 Exhibit C Mining Plan <br />4. Excavations created within ephemeral washes can lead to channel downcutting upstream and <br />downstream of the excavation area. As required by Rule 6.3.3(1), please describe what <br />measures will be taken to minimize disturbance to the hydrologic balance, prevent off-site <br />damage, and provide for a stable configuration of the reclaimed area. Specifically, the <br />Applicant should address potential impacts from downcutting and describe measures to <br />prevent any offsite damage. The Operator may consider installing grade control structures <br />upstream of the excavation area to mitigate the impacts of downcutting. The Operator may <br />also limit extraction to the annual bedload yield of Arickaree River. <br />5. The Storm Water Management Plan states removal of material within the stream bed of the <br />Arickaree River will be limited to a depth of 1 to 2 feet across the channel. Please confirm <br />that mining within the Arickaree River will not exceed a depth of 1 to 2 feet across the <br />channel. <br />6. The Mining Plan Map shows an existing stockpile with the proposed permit boundary. In <br />addition, there appears to be some surface disturbance to the south of the stockpile. As <br />required by Rule 6.3.3(f), please describe the nature and approximate dimensions of the <br />disturbed area. <br />7. What is the current grade of the river banks at the location of the proposed haul road <br />crossings? Will the banks be cut through to create the haul road crossings? <br />As required by Rule 6.3.3(g), please specify the dimensions of any existing or proposed <br />roads that will be used for the mining operation, as well as the specifications to be used in the <br />construction of new roads. <br />9. The Arickaree River runs through the affected area. Please clarify if the channel of the <br />Arickaree River will remain intact during the mining operation, or if the banks of the <br />Arickaree River will be mined through. <br />
