Pit walls in the previously disturbed area range from being vertical to <br />a slope of 2H.-I V. Mr. Lanny Payne, current land owner, stated that material was taken <br />from the site many years ago, probably before the state requirements for reclamation <br />permits. <br />9. The Mining Plan states excavation will stop at least one foot above the static <br />groundwater level. At least two feet of native material should be left over the <br />groundwater table. Please commit excavating no closer than two feet above the <br />static groundwater level. <br />The Applicant will commit to excavating no closer than two feet above the static <br />groundwater level. <br />10. The Mining Plan states limited processing may occur. Please describe the <br />nature of processing as required by Rule 6.3.3(m). <br />Don Riemenshnieder has indicated that no processing will occur at the site. <br />11. The Mining Plan Map shows the top of the east pit wall is immediately adjacent <br />to County Road XX. Will the Operator maintain a setback from County Road XX? <br />Since Washington County is going to push the mine site immediately west of the old <br />disturbance, there will be an approximate 175 foot distance between the east edge of the <br />pit and Co. Rd. XX. <br />6.3.4 Exhibit D - Reclamation Plan <br />12. The Applicant has stated the site will be seeded according to NRCS <br />recommendations. The Division generally concurs with the seeding <br />recommendations of NRCS; however, the permit application did not contain their <br />recommendations. Please provide the Division with the following information as <br />required by Rule 6.3.4(1) (c) (ii)-(v): <br />ii. Explain how the seedbed will be prepared to eliminate compacted <br />conditions. State the type, application rate, and soil incorporation methods <br />of fertilizer application, if any. <br />Attached is the recommended seeding plan from the Washington County NRCS <br />Office. The recommendation calls for planting a cover crop of Sterile Sorghum <br />which would be drilled at a rate of 2.23 lbs/acre. The site would be worked to <br />prepare a proper seed bed before the cover crop was seeded.
