Also, <br />several loaded and empty rail cars were on site. A moderate volume of stockpiled coal sat on the facilities bench. <br />There was no evidence of fugitive dust, either onsite or offsite. There appeared to be snowmelt in the pond. The <br />pond inslopes were covered in snow, as was the pond embankment. The collection ditches at the loadout were <br />covered in snow. The east side <br />graveled entrance road was clear of snow as well. The east side entrance gate was closed. The trackside access <br />road was clear of snow and appeared to be passable. <br />REVEGETATION - Rule 4.15 ? ?
