Also, <br />several loaded and empty rail cars were on site. A moderate volume of stockpiled coal sat on the facilities bench. <br />There was no evidence of fugitive dust, either onsite or offsite. There were no indications of coal dust on the <br />highway as well. <br />HYDROLOGIC BALANCE - Rule 4.05 ? ?Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The east side sediment pond was ice and snow covered. There appeared to be snowmelt in the pond. The <br />pond inslopes were covered in snow, as was the pond embankment. The collection ditches at the loadout were <br />covered in snow. The west side dugout pond appeared to be generally snow-free. <br />ROADS - Rule 4.03 ? ? Construction 4.03.1(3)/4.03.2(3)L ? Drainage 4.03.1(4)/4.03.2(4)0 ? Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)? ?Reclamation 4.03.1(7)/4.03.2(7): <br />The paved entrance road was clear of snow. The entrance gate at this location was open. The east side <br />graveled entrance road was clear of snow as well. The east side entrance gate was closed. The trackside access <br />road was clear of snow and appeared to be passable. <br />REVEGETATION - Rule 4.15 ? ?
