POeda <br />Director <br />I have finished my adequacy review of the Permit Revision No. 2 submittal for the McClane Canyon <br />Mine. The following are my questions and comments: <br />1. On revised page 2.05-22, it is stated in Section 2.05.3(4)(a)(ii)(C) that the sediment in the pond <br />must be removed before the pond is 60% full of sediment. Please revise this sentence to read <br />that the sediment will be removed before the sediment level reaches 60% of the pond's <br />maximum sediment level. <br />2. On revised page 2.05-24, there is a discussion concerning sediment control at drill pads. <br />However, there do not appear to be Sedcad designs showing that the sediment control <br />structures will function properly. Please provide such Sedcad designs or show where in the <br />permit these designs can be found. Also, please reference the location of the designs in the text. <br />3. On revised permit text page 2.05-63, reference is made to Map 8 for the hydrologic monitoring <br />locations. Please change this reference to Figure 4.2-2. <br />4. The surface water monitoring plan proposed in PR-2 does not match the currently approved <br />surface water monitoring plan. On revised permit text page 2.05-63, it is stated that the surface <br />water monitoring stations SW-1, SW-4 and SW-8 are to be sampled quarterly for field <br />parameters and semi-annually for the full suite parameters. However, as stated on approved <br />permit text page 4-20, SWA and SW-8 are to be sampled quarterly for the full suite analyses and <br />for flow. Concerning SW-4, however, it is not clear to the Division if SW-4 is currently part of the <br />McClane Mine monitoring program. <br />As also stated on page 4-20, SW-2 and SW-5 are to be sampled twice a year for the full suite <br />parameters, one time during spring snow melt and one time during a storm event in the spring <br />or summer. Flow is to be measured at SW-2 in addition at SW-1 and SW-8. <br />Please justify the change in the surface water monitoring program or revise the PR-2 submittal <br />to conform to the currently approved monitoring program. The Division also requests that flow <br />be added to Tables 1 and 2 on revised pages 2.05-64 and 65. <br />5. On revised page 2.05-66, it is stated that water monitoring results will be submitted to the <br />Division annually. However, the currently approved submittal process, as stated on permit <br />application page 4-20, states that the quarterly sampling results will be submitted to the <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines
