5. The clarification regarding the seeding of the capping material is adequate for the reclamation plan.
6. The information concerning the seeding that has been performed on the site is valuable and allows
this office to more closely estimate costs of outstanding reclamation. Please continue to monitor
site conditions and report the revegetation success in the annual reports.
7. The clarification regarding the spreading of topsoil and growth medium adequately addresses this
question, and helps this office estimate the amount of future topsoil spreading needed.
8. The clarifications regarding how the stockpiles will be reclaimed adequately address the Division's
questions in this item.
9. The clarifications regarding the grading and backfilling that has been performed adequately address
this item.
10. No revised Exhibit F - Reclamation Map was included in your recent responses, and it is still an
outstanding adequacy issue to address. Please refer to my earlier letter as well as to Construction
Materials Rule 6.4.6 for explanation of what features and requirements it should include.
11. The noxious weed control plan is good and no further information is required under this revision.
Please report monitoring and results of treatment activities that are carried out in future annual
reports.
In order to allow sufficient time to address the deficient adequacy items, you have requested that the
Division's decision date be extended till February 28, 2011. I am approving your request to extend the
decision date, and it has been reset to February 28, 2011. Please provide all responses to this letter before
that date. If more time is needed please contact me to discuss your progress and the amount of time
needed.
You should provide two hard copies of all response materials, especially if they are oversized or in color,
and addressed to me at the Division's Durango field office: 691 CR 233, Room A-2, Durango, CO 81301.
Sincerely,
Bob Oswald
Environmental Protection Specialist
Ec: Steve Shuey, DRMS
(cA10-12 docs\mesita hill tr2 adg2/rco)
