3. Minor Revisions <br />a. Minor Revision MR-43 was submitted on September 27, 2007 and proposed for approval <br />on September 28, 2007. This revision entailed a revision to the post-mining fencing plan <br />as well as a change of address for Kerr Coal Company's executive office. <br />b. Minor Revision MR-44 was submitted on August 23, 2010 and proposed for approval on <br />August 30, 2010. This revision entailed a revision to Map 36, namely the addition of the <br />irrigation ditch at the loadout. <br />4. Bond Release Requests <br />a. The Division received an application for a Phase I, II, and III Bond Release for the Marr <br />Mine (SL-04) on September 10, 2007. It was found complete on October 9, 2007, and <br />proposed for approval on November 17, 2008. Areas associated with SL-04 include <br />permanent structures, permanent roads, reclaimed ponds, pits (Pit 1, Marr Pit, and 720 <br />Pitt), and the loadout. Not included in the Phase III request area were 17.0 acres at the <br />mine area (including 9.0 acres of access road and 8.0 acres which were seeded in 1999) <br />and 11.7 acres at the loadout. <br />History of Operations <br />The following is a brief history of the operations at the Marr Mine since the mine halted coal <br />extraction in January 1993. After that point in time, all activities at the Marr Mine were limited <br />to reclamation. <br />The 720 Pit and Overburden Stockpile Areas were reseeded in 1995. This was followed by the <br />reseeding of Pit 1 in 1996. Vegetation monitoring was performed on these areas in 1996 and <br />1999. <br />In 1999, the loadout was backfilled and regraded, its drainage reestablished, its topsoil replaced, <br />and it was reseeded. <br />With the approval of Technical Revision 19 on January 11, 2000, the Division approved the <br />retention of several facilities. The facilities that were approved for retention are the <br />shop/warehouse/office building and associated yard area; the mine access road; Ponds A, B, D <br />and E; two wells (one at the mine site and one at the loadout); the loadout shop building; and the <br />loadout access road. <br />The Division proposed approval of a Phase I bond release for the 720 Pit on 13 June 1995, <br />reducing the bond by $2,171,216.00, and for Pit 1 on January 23, 1996 further reducing the bond <br />by $521,517.00. These were both part of SL-01. <br />Bond Release Request SL-02, a partial Phase I Bond Release for the loadout and a partial Phase <br />II Bond Release for the 720 Pit and Pit 1, was proposed for approval on June 26, 2001, reducing <br />14
