Mr. Asquith
Page 1 3
January 14, 2011
6.4.5 Exhibit E - Reclamation Plan
10. The Applicant has stated no waste asphalt or cement will be placed in the portion of the
excavated area intended as developed water resource. Please clarify if waste asphalt or
cement will be placed anywhere else within the affected area.
11. The Applicant has stated the topsoil stockpiles will be seeded if the stockpile is left in place
longer than 12 months. Please specify the seed mix to be used on topsoil stockpiles.
12. The Applicant has stated they will follow NRCS recommendations for the application of soil
amendments. Soil amendments should only be applied where soil tests indicate nutrient
deficiencies for the plant species to be established. The addition of major nutrients such as
nitrogen could lead to an increase in weed growth. Please commit to performing soil tests
prior to applying soil amendments.
13. Please clarify if the applicant will apply 20 tons of manure per acre.
14. The Reclamation Plan calls for planting western wheatgrass and crested wheatgrass. The
Division requests the Applicant consider adding several more grass species to the seed mix,
preferably native grasses. The Applicant will have a greater chance of successfully
establishing vegetation with a more diverse seed mix.
15. The reclaimed reservoir will have a fetch distance greater than 1,000 feet. As such, there is
the potential the pit slopes could be eroded from wave action. Please describe how the
reclaimed reservoir shorelines will be protected from erosion.
6.4.6 Exhibit F - Reclamation Plan Map
16. The Reclamation Plan Map does not show the center pivot sprinkler or holding pond. Will
these features remain upon the completion of reclamation? If they will remain, then the
Reclamation Plan Map must be revised to show these features. Also, the Mining Plan Map
shows an overburden stockpile will be placed in the location of these features. Please explain
what will happen to the center pivot sprinkler and holding pond during mining.
6.4.7 Exhibit G - Water Information
17. The Division is currently reviewing the Applicant's Groundwater Impact Analysis; the
Division's comments relating to this exhibit will be forthcoming.
6.4.8 Exhibit H - Wildlife Information
No comment.
