Mr. Asquith <br />Page 1 2 <br />January 14, 2011 <br />6.4.3 Exhibit C - Pre-Mining and Mining Plan Map(s) of Affected Lands <br />1. The Pre-Mining and Mining Plan Maps have labeled the scale incorrectly. The maps are <br />scaled at 1 inch = 400 feet; however, the scale label states 1 inch = 200 feet. Please revise the <br />maps accordingly. <br />2. The Pre-Mining and Mining Plan Maps show that the permit boundary encompasses 232 <br />acres and the affected area encompasses 157 acres. However, the permit application states <br />the permit area is 110 acres. In addition, the letter from McLaughlin Engineers dated October <br />22, 2010, states the affected area will encompass 110 acres. Please clarify this discrepancy <br />and specify the number of acres to be included in the permit area and the affected area and <br />make changes to the exhibits as necessary. The Division recommends the permit boundary <br />and the boundary of affected land correspond to one another. <br />3. The Applicant has stated on-site processing of mined material will include crushing and <br />screening. Please identify the location of processing facilities on the Mining Plan Map. <br />4. The Pre-Mining and Mining Plan Maps identify the 100-year floodplain for Bullhead Gulch. <br />The Division could not locate Bullhead Gulch on an aerial photograph of the area. Please <br />specify the location of Bullhead Gulch. <br />6.4.4 Exhibit D - Mining Plan <br />5. The Applicant has stated a SPPC plan will be developed and implemented. Will fuel be <br />stored on site? If so please identify the location of fuel tanks on the Mining Plan Map and <br />describe the secondary containment measures to be used. <br />6. The Applicant has stated the pit slopes will be mined to final grade as mining approaches the <br />slurry wall. Please clarify if pit slopes will be maintained at 3H: IV at all times or only when <br />mining reaches a certain setback distance from the slurry wall. If the grade of the slopes will <br />vary, then specify the point at which pit slopes will conform to 3H: IV grades. <br />7. Please specify the point at which the subsurface drain will be installed. Also, please describe <br />how the drain will be connected to Reservoir No.I and provide design drawings for the drain <br />outlet. <br />8. The Applicant has stated pipeline interconnects will be installed between Reservoir No. 2 and <br />Reservoir No. 1, as well as between Reservoir No. 2 and Reservoir No. 3. Please specify the <br />point at which the pipeline interconnects will be constructed and provide design drawings for <br />the pipeline interconnects. <br />9. The Mining Plan states that the pit(s) will be dewatered to accommodate dry mining. Please <br />describe in detail the dewatering setup.
