• Redistribution will be accomplished with scraper and/or front end loaders and haul trucks. <br />Topsoil depths will range from 4 inches in the East Portal area to 9 inches in the RDA. Areas <br />will be ripped to a depth of 18 inches prior to topsoil redistribution and harrowing or chiseling <br />prior to seeding. <br />The cut area for the rock dust bins at the East Portal causes an increase in the disturbed area of <br />0.94 acres as indicated on Figure 14. The estimated depth of topsoil to be removed is based on <br />the SCS soil data included in Exhibit 14 Soils Information. The soil in the area has been <br />classified at the P3E — Dargol- Fuera -Varner Complex. The typical topsoil layer for this soil type <br />is 5 inches thick with a subsoil of 23 inches over siltstone. Depth to bedrock ranges from 20 to <br />40 inches. A visual inspection of the cut slope area indicates an estimated 9 inches of topsoil. <br />The actual topsoil and subsoil depth will be evaluated at the time of construction. At 9 inches of <br />topsoil, 1,140 cyds will be relocated to Topsoil Storage Pile #2. Subsoil at 23 inches results in <br />2,915 cyds of subsoil to be relocated and stored temporarily at the subsoil storage area west of <br />topsoil storage pile #2. Of the remaining 13,500 cyds of material in the cut, 4400 cyds will be <br />utilized for fill in rope slope surface facility and at the breaker building. The 9,050 cyds of <br />bedrock material will be used on site for berms, outfalls and other civil work. <br />A small 0.50 acre area of the West Portal located approximately 50 feet due south of West portal <br />Disposal Pit WP -5 (shown on Map 16) will be disturbed for excavation to repair the Rope Slope <br />Entry into the New Elk mine. This area has been classified as pre -law Disturbed No Refuse <br />(DNR). Prior to beginning excavation, approximately 6 inches of plant growth medium will be <br />stripped and stockpiled adjacent to the excavation. After completion of excavation and repair <br />• work, the excavation will be backfilled, graded and covered with the stockpiled growth medium. <br />TR54 Page 2.05.46a Revised 1 -3 -11 <br />
