the East River Crossing, and the access roads to the West Portal and East Portal permit <br />boundaries. The West Portal access road is also a recorded right -of -way granted to the Division <br />of Wildlife for access to their properties couth of the mine property. <br />These facilities are shown on Map 15 Surface Disturbance/Post Mining Land Use East <br />Portal and Map 16 Surface Disturbance/Post Mining Land Use West Portal. <br />(c) Backfilling and Grading <br />Map 17 — Post Mining Topography and Cross Sections, shows the approximate final surface <br />configuration for the New Elk Mine facilities. Map 17 shows the post mining topography and <br />cross section in the West Portal and East Portal areas. These areas are where either benches or <br />cut slopes exist and will require grading upon final reclamation. <br />The West Portal, refuse and silo areas shown on cross section A -A', B -B', C -C' and E -E' <br />respectively, can be graded to match the surroundings with a balance of eart. The West Portal <br />fan area will require some fill which will consist of demolition debris from the West Portal <br />Industrial Building covered with fill material from the slope south of the Industrial Building. <br />The non -toxic cover material required to complete the final reclamation of the Development <br />Waste pile will come from the East Portal bench area south of the coal lab. <br />The post mining cross sections for the substation cut area planned for the rock dust bin, and <br />compressor building are shown in Figure 13a. The area cut material will be relocated to the fill <br />• areas at the East Portal, graded and reclaimed to approximate original contours. The West <br />Portal, refuse and silo area have been regraded and reclaimed with the exception of the fan and <br />fan housing. <br />Final grading will be the means by which natural drainages intersecting the disturbed area will be <br />continued through the area. Map 17 Post Mining Topography and Cross Sections, shows the <br />drainages that will be established during final grading. Map 13B Post Mining Topography <br />Drainage Basins, shows the associated basins that the drainages will handle. Calculated <br />discharges in these drainages for the 100 -year 24 -hour storm event were provided in Exhibit 19 <br />— Hydrologic Balance of Surface Runoff. Design criteria for these drainages are also provided. <br />The RDA final configuration is shown on Figure 6 Final Configuration and Figure 11 Cross <br />Section A -A' Final Configuration. As requested by the Division, the operator commits to <br />obtaining the flattest possible grades on those areas which have the potential for flood irrigation. <br />(d) Topsoil Removal, Storage and Redistribution <br />Section 2.05.3(5) discusses topsoil removal. Topsoil at the New Elk Mine will be stored in <br />stockpiles. The location of the theses stockpiles is shown on Map 11- Sheet 3 East Portal <br />Facilities. Topsoil piles will be constructed in an oval shape with the top of the pile leveled. A <br />containment ditch will be constructed around each pile.
