A project Risk Register has not yet been established for Collom and will be a prerequisite for <br />completion of the Pre - Feasibility Study. The Rio Tinto Project Evaluation Guidelines provide <br />discussion of the requirements, which includes identification of categorised business and <br />technical risks for the project, risk reduction measures and risk owners. TS can provide <br />additional expertise to assist in developing the Risk Register if required. <br />As part of the process to seek approval for funding of further project development CCC will <br />need to develop a detailed Scope of Work for the Feasibility Study phase. Rio Tinto reviews <br />of the Collom Pre - Feasibility Study will look to see this document and comment on its <br />adequacy. <br />A major remaining task is the need to pull together a concise, but comprehensive overall <br />Collom Pre - Feasibility Study report, summarising all major study components and <br />referencing supporting documents and reports as required. Effort expended in compiling a <br />high standard of study documentation will pay dividends in facilitating the review and <br />approvals process as well as providing a sound reference for future work. <br />3 METHODOLOGY <br />Paul Tooth (TS Brisbane) and Mike Whateley (TS Bristol) visited Colowyo during the week of <br />11 to 15 October 2004 to review the Collom study work in relation to Rio Tinto Technical <br />Evaluation and Project Evaluation Guidelines, as well as generally accepted technical good <br />practice within Rio Tinto coal operations. The focus of this review was the overall project <br />development strategy, resource assessment and mine planning. The review entailed site <br />inspections of Collom and current CCC mining areas as well as discussion with relevant <br />CCC management and technical staff as well as external geological contractors /consultants. <br />Key documents reviewed included; <br />• Douglas Phase 2 Draft Report, KEC, July 2004 <br />• Collom Pit Ancillary Facilities (Pre - Feasibility Study), Mine and Mill Engineering, July <br />2003 <br />• Pre - Feasibility Study of In Pit Crushing and Conveying and Road Design, <br />ThyssenKrupp Robins, July 2003 <br />• Pre - Feasibility Study of CCC Mine Expansion, ESC (Electrical Systems <br />Consultants), July 2003 <br />Additionally a number of plans and electronic spreadsheet files were provided by CCC. <br />David Bailey (TS Salt Lake City) and Zip Zavodni (TS Salt Lake City) have previously <br />reviewed infrastructure and geotechnical aspects of the Collom project.
