2 (ido 1.3 Objectives The objectives of site characterization are: 1) to determine the elements of the hydrologic regime including surface soils /geology, vadose zone and other site specific factors; 2) to identify and quantify mine dewatering and slope depressurization requirements; 3) to document existing groundwater and surface water quality in the area, 4) to document geochemical conditions of the coal and spoils that could affect groundwater quality and 4) to determine potential impacts to the hydrologic regime during and after mining. The activities to be conducted include: • Characterization of the groundwater flow regime, including: - identification of permeable and water - bearing units, - quantification of potentiometric surfaces for each significant unit, - estimation of permeabilities, and - documentation of pre- mining water quality. • Characterization of the surface water flow regime, including: - verification of previous stream characterizations, - quantification and characterization of stream flows, and - documentation of pre- mining water quality. C • Characterization of the geochemical conditions, including: - documentation of the pre- mining geochemical environment, and - identification of materials that may adversely affect post mining water quality. Appendix A includes detailed Standard Operating Procedures (SOP's) for the following activities: • water level measurement (WMSOP -1); • measurement of field parameters (WMSOP -2); • surface water, groundwater, and soils sampling (WMSOP -3, WMSOP -4, WMSOP -5 & WMSOP-6); • collection of field blank and field duplicate samples (WMSOP -7); • sample packaging and shipping (WMSOP -8); • equipment decontamination (WMSOP -9); • cleaning procedure and conditions for re -use of sample bottles (WMSOP -10); • monitoring well construction (WMSOP -11); • hydrologic testing (WMSOP -13). 2572 -R1 Colowyo Coal Company, L.P.
