Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />The backfilling and grading work at the West Mine continues to be stable. There were no indications of <br />cracking or slumping. At the partially reclaimed temporary highway coal stockpile area, the cut slopes were also <br />stable. The unit train loadout bench outslope was stable as well. <br />HYDROLOGIC BALANCE - Rule 4.05 ? is 7 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage - Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />At the unit train loadout facilities, the sediment pond at the east end of the site was dry. The collection <br />ditch and culvert leading to the pond were functioning properly. The centrally located upper diversion system was <br />functioning properly. The diversion ditches and culverts were handling the upper diversion water as designed. The <br />west side collection ditch was in place as well. <br />The sediment pond at the adjacent partially reclaimed temporary highway coal stockpile area was damp but had no <br />standing water. Straw bales were in place along the railroad spur line. At the west end of the site, the railroad <br />culvert was clear. However, more straw bales would be useful at the culvert inlet. <br />There were no standing pools of water in the two sediment ponds at the West Mine.
