December 14, 2010 C-1996-083Bowie No. 2 Mine JJD <br />None of the cut and fill slopes at the mine or at the unit train loadout showed signs of slope instability. The old <br />slide at the base of the utility bench stabilized a long time ago. The two faceups of the D-seam portal bench and <br />the B-seam portal bench appear to be holding up as well. The former slump in the wash plant cut slope has not <br />shown any signs of instability since its repair a while back. The rock catchment berm above the utility bench was <br />in place. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were noted with the coal handling structures on the D-seam portal bench, B-seam portal <br />bench, conveyor system, coal storage system and the train loading structures. Also, there were no problems with <br />support structures, including the water tanks, fan, wash plant and the shop and warehouse buildings. There were <br />no leaks at the fuel barn. The material storage areas were well organized. <br />SIGNS AND MARKERS - Rule 4.02: <br />Mine identification signs were up at the mine's main entrance, the entrance to the unit train loadout, the <br />pump house and the Hubbard Creek fan site. Mine id signs were also up along old state highway 133 and Hubbard <br />Creek road. The required mine information was on each sign. <br />Surface disturbance markers were up around the disturbed areas. Subsidence warning signs were up along the <br />roads at the west end of the utility bench and near the Hubbard Creek fan shaft areas. <br />TOPSOIL - Rule 4.06u [ Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The large, main topsoil stockpile at the mine had a good vegetative cover. The topsoil signs were up on <br />the pile. The small topsoil stockpile on the west side of the utility bench had a moderate to good vegetative cover <br />and displayed a topsoil sign. The topsoil stockpiles in the coal waste stockpile area had moderate to good <br />vegetative cover. Topsoil signs were up and straw bales remain in place at the base of the stockpiles. The topsoil <br />stockpile at gob pile no. 3 south of old state highway 133 had a moderate cover of vegetation.
