December 14, 2010 C-1996-083Bowie No. 2 Mine JJD <br />The water elevation in Pond B was up to the primary discharge pipe elevation. The hose and float were attached to <br />the primary pipe. The emergency spillway was unblocked. Pond C was ice covered. The float and hose were on <br />the primary pipe. Pond D was nearly dry. Pond F had a little water in it. The primary discharge pump and hose at <br />pond F were in place. Ponds J and K at the unit train loadout area were dry. The primary discharge pump was in <br />place at Pond J. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 ? ?Drainage Control; Surface <br />Stabilization; Placement: <br />The operator had just finished grading the coal waste on the second lift at the extreme east end of gob pile <br />no. 2. The outslope of the coal waste was regraded from the original 5H:1 V to 2.5H:1 V and was ready for cover <br />material. The operator will continue working from east to west in regrading and steepening the second lift <br />outslope. <br />There was positive drainage on gob piles 1, 2 and 4. The upland diversion ditch had sufficient capacity. The <br />outslopes appeared to be stable and there were no indications of slumping or cracking. Vegetative cover on the <br />revegetated outslopes was moderate to poor. The coverfill stockpile on the extreme east end of the site was stable. <br />Gob pile no. 3 has not been started yet but the area had been cleared previously. There was enough of a vegetative <br />cover on the disturbed area to control any fugitive dust problems. <br />ROADS - Rule 4.03 C I F! Construction 4.03.1(3)/4.03.2(3) ? ?i Drainage 4.03.1(4)/4.03.2(4) ? Ci'Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)0 F Reclamation 4.03.1(7)/4.03.2(7): <br />The main paved haul road was in good shape. The guard rail was up and road ditches had enough <br />capacity. The road leading to the coal waste stockpiles was dry and passable. The road ditch was in place, as was <br />the road berm on the outside edge of the road. There were no problems with the entrances to the unit train loadout, <br />pump house and Hubbard Creek fan shaft site. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The operator has begun reclamation operations at the Hubbard Creek fan shaft site. The rock that had been <br />temporarily stored in Freeman Gulch was placed into the shaft. This will act as a 50 foot layer of non-combustible <br />material. It was followed with coal refuse and, then, a top layer of more soil and rock material. The operator is <br />waiting for settling to occur before installing the concrete cap. The demolition and removal of the facility <br />structures will take place after winter. <br />REVEGETATION - Rule 4.15 ? ? Vegetative Cover; Timing: <br />The outslopes of the various mine benches had a good vegetative cover. The outslopes of the unit train <br />loadout bench also had a good vegetative cover.
