5. Will the seeding rate be the same on the earthen cap that is placed on the broken concrete, as the <br />rate used elsewhere on the site? If not, what seeding rate will be used? <br />6. The species and seeding rates in the proposed revision appear adequate and appropriate for the site, <br />and this office approves those details. Please state whether the seeding has been finished, or how <br />much of it is left to be done. Please monitor site conditions and report the revegetation success in <br />the annual reports. <br />7. Given the shortage of topsoil, the irregular "mosaic" distribution of it across the entire reclamation <br />site is also approved. Has the topsoil respreading task been completed, or is there more of it to do? <br />8. The revision describes two stockpiles of fines currently remaining at the site, that may or may not <br />be removed during final reclamation, depending on whether they are sold. The Division <br />understands that the future sale may not occur and can approve this material being left onsite, if it is <br />reclaimed as proposed. Since the fines are presumed to consist of fine-textured scoria, it is possible <br />that revegeta.tion could prove difficult. Will the piles be directly seeded, or will there be any topsoil <br />available to spread there prior to seeding? Will the piles be seeded at the same rate as that is used <br />elsewhere on the site? <br />9. The plan describes the grading and backfilling of pit, and the 3:1 slopes resulting therefrom. There <br />is indication that much if not all of this grading has already been performed. Is this backfilling and <br />grading task in fact finished, or is there still some of it to be done? <br />10. The Exhibit F - Reclamation Map is also included as part of the technical revision. The features it <br />includes are: permit boundary, disturbed area, concrete pad, road, overhead power line, and fines <br />stockpiles. The only topographic information shown on the revised map involves the fines <br />stockpiles, depicted with 2-foot contours, in their present configuration. Construction Materials <br />Rule 6.4.6 requires that the reclamation map include sufficient topographic detail "to portray the <br />direction and rate of slope of all reclaimed lands." 'Please revise the map to include the following: <br />fines stockpiles as if they remain onsite but have been graded to 3:1 slopes; the location and 3:1 <br />slopes of the pit; the general outline of the steep outcrop areas (no topography needed there); and <br />the concrete pad should be deleted. If there were any areas within the reclamation project boundary <br />that is not to be revegetated, please delineate that also. <br />11. The noxious weed control plan, proposed under this revision to combat the knapweed and Canada <br />thistle patches, appears very complete. The Division does not see any areas of the plan that are <br />deficient, and the plan is approved to be implemented during the first appropriate season and <br />continued. Please report monitoring and treatment activities carried out in the annual reports. <br />The current bond amount is $397,142, in the form of a corporate surety. The main reclamation costs that <br />were included in that amount are reclamation earthwork (backfilling and grading, topsoil replacement) and <br />revegetation. The proposed revisions to the reclamation plan and the addition of the weed control plan do <br />not act to raise the bond amount. <br />The pending approval this technical revision or the actual completion of portions of the reclamation plan <br />will not automatically decrease the bond amount; a bond reduction must be initiated by request from the
