INTRODUCTION <br />1.1 Purpose and scope of report <br />Water Management Consultants, Inc. (WMC) has prepared this report for Kennecott <br />Energy Company's (KEC) Colowyo Coal Company in support of a pre - feasibility study for <br />the proposed Collom Mine. KEC is considering the development of the Collom Mine <br />located approximately four miles west of the current Colowyo mining operation. The <br />current operation (the Colowyo Mine) is located in northwest Colorado midway between <br />the cities of Craig and Meeker on Highway 13 at mile marker 64 (Figure 1.1). <br />This report provides information characterizing the project -wide groundwater and surface <br />water baseline conditions for the proposed Collom Mine. It also addresses key hydrologic <br />issues associated with project development including mine dewatering, slope <br />C depressurization, and mine water management. <br />The data collection activities described in this report were conducted according to the <br />work scope presented in the "Work Plan for the Baseline Characterization Program" <br />(Appendix 1.A) prepared for the CDMG and a detailed Sampling and Analysis Plan <br />(SAP) (Appendix 1.13). These documents were prepared at the beginning of the 2004 <br />field investigation program and were modified and expanded as appropriate to <br />incorporate changes to the program during 2004 and 2005. <br />The CDMG Work Plan was designed to collect the baseline data necessary to <br />characterize the pre- mining environment as directed by the Colorado Surface Coal <br />Mining Reclamation Act, the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining, and the Guidelines for the Collection of Baseline Water Quality <br />and Overburden Geochemistry, as well as to meet needs for the pre - feasibility study. <br />The Work Plan for baseline data collection was provided to the CDMG for their input and <br />was modified based on comments received from the CDMG (Appendix 1.A). <br />i <br />i� <br />2572 -R2 <br />Colowyo Coal Company <br />Water Management Consultants <br />
