3. Request and Justification: This request is to allow two parcels of land to be combined under <br />one special use permit that will allow multiple uses under one land use submittal. <br />As requested by El Paso County Development Service, we are submitting the enclosed <br />applications to correct the current uses of the subject property that are not covered under <br />our current Special Use Permit. It is our intent to combine two parcels of property under <br />one special use permit that will allow for several different operations to exist within the <br />same facility. <br />4. Existing and Proposed Facilities: The current facility consists of an asphalt plant operation <br />which includes the production of asphalt along with the stockpiling of the materials <br />associated with this production. The main access to the site is from Hwy 85/87. This access <br />is located in the southern portion of the property. An additional access is located to the <br />north and enters from Wabash St., crossing property that is located within the City of <br />Colorado Springs, and then crossing into the subject property covered under this proposal. <br />• Current and proposed uses will include, but should not be limited to the following <br />operations: <br />- Asphalt Production: The current asphalt production facility will continue to operate at <br />this site. Under its current special use, this operation is allowed as a twenty-four hour <br />per day/seven day per week operation. These hours of operation are not expected to <br />change with this proposal. <br />Asphalt Storage Facility: This will be used to store asphalt oil. This will allow oil to be <br />delivered in larger quantities and allow us to have better control of our production <br />costs. <br />- Mining Operations: A temporary use permit has been issued for the subject property. <br />The permit allows the removal of sand and gravel for use in the production of asphalt <br />and concrete. After removal, the area is then backfilled and used as stockpile area for <br />other materials. This operation will continue, however, the temporary use allows this <br />only on a small portion of the property. Under the new special use permit, mining will <br />be allowable on all of the subject property. <br />- Recycling Operations: As we continue to increase the use of recycled products in our <br />production facilities, several products will be stockpiled and processed at this location.
