Permit No. C- 1981 -019 <br />Dear Mr. Stark, <br />Colowyo would like to thank you for your review of the Phase I and II bond release <br />applications submitted to the Division earlier this year. After reviewing all of the <br />preliminary adequacy questions presented in the letter dated November 23, 2010, <br />Colowyo has the following comments and responses: <br />Phase II Revegetation Monitoring <br />Data from 2006 and 2007 vegetation sampling for Partial Phase II Bond Release <br />SL -04 includes data from reclamation blocks that are not included in the <br />application. These reclamation blocks include FA001, FA002, FA003, S16002, <br />S16005, S16009, S16011, S16012, S16013, S16015, and S16016. In orderfor <br />the Division to consider the vegetation sampling data from 2006 and 2007, data <br />collected from the above referenced reclamation blocks will need to be removed <br />from the data set. Data collected from transects 3, 30, 31, 32, 34 and 35 from the <br />2006 sampling year fell within reclamation blocks not included in the Phase II <br />Bond Release application. Data collected from transects 4, 33, 34, 35, 36, 38 and <br />39 from the 2007 sampling year fell within reclamation blocks not included in the <br />Phase II Bond Release application. Please either update the 2006 and 2007 <br />vegetation monitoring reports to eliminate data from the reclamation blocks <br />not included in the Partial Phase 11 Bond Release SL -04 application or please <br />remove the 2006 and 2007 vegetation monitoring reports from the SL -04 <br />application. If the data for the above referenced parcels is removed from the <br />2006 and 2007 vegetation monitoring reports, all of the cover and sample <br />adequacy calculations will need to be redone. Please note that reclamation <br />blocks S16010 and S16014 were only sampled in 2006 and 2007. The <br />elimination of the 2006 and 2007 vegetation monitoring reports from the SL- <br />04 application will also require the removal of these reclamation blocks from <br />the application. <br />
