C- 2010 -089 PAR Part 1
New Horizon North Mine
23- Dec -2010
drilling and overburden sampling and analysis prior to mine plan approval, implementing an
overburden sampling program at the initial box cut and during the mining operation, and /or
requiring sampling of the overburden to determine suitability prior to topsoil replacement.
The Division would like to meet with representatives of WFC to discuss these options. We
believe that a meeting would be beneficial to clarify and discuss our questions regarding the
adequacy of the overburden physical and chemical property data presented in the
application.
2.04.7 — Hydrology Description
2.04.7 0) — Ground Water Information
This section will be incorporated into Part 2 of the Division's PAR.
2.04.7Q —Surface Water Information
1. In Section 2.04.7 of the permit application, mention is made of Tuttle Draw and Coal
Canyon in the regional surface water description and in the site specific surface water
description. However, no mention is made until much later in the discussions of the two
tributaries of Coal Canyon, namely Glasier Draw and Meehan Draw, and the tributary of
Tuttle Draw, namely Nygren Draw, which pass through the permit area and which appear on
Map 2.04.7 -1 and Map 2.05.3(3) -l. In order to avoid any confusion, please explain early on
in the text descriptions that Glasier Draw and Meehan Draw are tributaries of Coal Canyon
and that Nygren Draw is a tributary of Tuttle Draw.
2. On page 13 of Section 2.04.7, Tuttle Draw and Coal Canyon are described as being
perennial streams. Please describe the stream classifications for Glasier Draw, Meehan Draw
and Nygren Draw.
In the Surface Water Monitoring section on page 15 of Section 2.04.7, it is stated that there
are 10 surface water monitoring stations, numbered SW -N200 through SW -N209. These 10
sites also appear in Table 2.04.7 -5 on page 17 of Section 2.04.7 as well. However, on Map
2.04.7 -1, "Hydrologic Water Monitoring Locations ", site SW -N210 also appears. Please
explain.
4. In the two sentences before the last sentence in the Surface Water Monitoring section on
page 15 of Section 2.04.7, a discussion involving SW -7, SW -6 and GW -7 is presented.
However, these three sites do not appear on Map 2.04.7 -1 and GW -7 would be a ground
water monitoring site. Please explain and modify the text discussion if appropriate.
5. In the last paragraph on permit application page 15 of Section 2.04.7, it is stated that surface
flow at NHN is totally dependent on the irrigation water from the 2nd Park Lateral ditch
system. However, Meehan Draw, Glasier Draw and Nygren Draw are located within the
permit area and have recorded flows. Please explain and modify the text if necessary.
6. Under Rule 2.04.7(2) and referring to Map 2.04.7 -1 and Table 2.04.7 -5 on page 17 of
Section 2.04.7, please explain why Nygren Draw does not have any operational surface
water monitoring sites, since it passes through the permit area.
7. In Table 2.04.7 -5 on page 17 of Section 2.04.7, surface water monitoring stations SW -N201
and SW -N208 are listed for the 2 nd Park sub lateral. However, this sub lateral does not
