The Division of Water Resources will make a <br /> determination regarding the stock tanks and Colowyo will provide the Division with a technical revision to clarify <br /> their status. <br /> -The Prospect Pond(NPDES 007A)contained water to just below the lowest weep hole on the riser pipe and was <br /> not discharging at the time of the inspection. The surface of the pond was frozen. The pond embankment was <br /> covered with a few inches of snow but it appeared to be well vegetated and stable. No erosional problems were <br /> noted on the pond embankment. <br /> GENERAL MINE PLAN COMPLANCE: <br /> -The 101 dragline is sitting inactive on the East Pit highwall. <br /> -The 102 dragline was doing pull-back work in the West Pit. <br /> -The 103 dragline was uncovering E-Seam overburden in the West Pit. <br /> -The 114 shovel and 115 excavator were working in the South Taylor box-cut. <br /> ROADS—Rule 4.03; Construction 4.03.1(3)/4.03.2(3);Drainage 4.03.1(4)/4.03.2(4); Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5) and(6); Reclamation 4.03.1(7)/4.03.2(7): <br /> -The mine access and haul road is a paved road. The road was dry and well maintained at the time of the <br /> inspection. <br /> -All of the haul roads in the pits were dry at the time of the inspection. The South Taylor Haul Road was stable <br /> and well maintained. <br /> REVEGETATION—Rule 4.15 Vegetative Cover; Timing: <br /> -Colowyo has completed the seeding of the R3 stockpile and the wedge area of the East Pit. They have also done <br /> some seeding in the 2010 reclamation area of the West Pit. The area that is completed is the area west of the East <br /> Taylor Ditch in what is primarily a sagebrush steppe area. Colowyo is having some trouble with their seeding this <br /> year, given the snow and muddy ground conditions. They are pulling the drill seeder with a dozer to help get <br /> around the muddy conditions. They were trying to schedule the seeding contractor to complete the seeding in the <br /> West Pit and the East Pit. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> -All of the topsoil has been replaced in the 2010 reclamation areas. As documented in the Division's 3 November <br /> 2010 inspection report,topsoil depth holes were dug in the R#and West Pit reclamation areas.
