Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Colowyo Mine conducted on 8 December 2010 by Jim Stark of the Colorado <br /> Division of Reclamation,Mining and Safety. Andy Thompson of Colowyo accompanied me in the early morning <br /> of 8 December 2010 and Kurtis Blunt of Colowyo accompanied me for the rest of the inspection. Kathy Bower <br /> with the Division of Water Resources also accompanied us on part of the inspection. The mine was actively <br /> mining and hauling coal at the time of the inspection. The weather was cold and mostly clear and there was <br /> patchy snow on the ground. The areas that did not have snow were either frozen or very muddy(depending on the <br /> time of day). <br /> BACKFILL and GRADING—Rule 4.14; Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -Colowyo has completed the backfilling and regrading in the 2010 West Pit area,the R3 coal stockpile area and <br /> the East Pit wedge area. The 2010 East Pit reclamation block was inaccessible at the time of the inspection. The <br /> Division will inspect the 2010 East Pit reclamation block in the spring or early summer of 2011 (as conditions <br /> permit)a look at the backfilling and grading and post-mining topography. <br /> HYDROLOGIC BALANCE -Rule 4.05; Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -During the inspection Kathy Bower, a water commissioner from the Division of Water Resources,joined us to <br /> look at the stock tanks in the East Pit. As a part of the Partial Phase III Bond Release SL-05, Colowyo is <br /> permitting the stock tanks in the East Pit as permanent,post-mining features. There are eight stock tanks located <br /> in the SL-05 area,A,B,C,D, E,F,L and M. The purpose of Kathy Bowers field visit was to determine if the <br /> stock tanks meet their rules regarding these structures. Stock Tank E contained a small amount of water. The <br /> embankment was well vegetated and stable. Stock Tank F was dry at the time of the inspection.
